Here's a link that outlines the current Haitian adoption process-the steps on that side, after dossier prep/submission. It does not mention the new step where parents have to go and sign the notebook at the tribunal. My understanding is that step needs to take place before the MOI step. And MOI is no longer called that-it has more letters/a bigger name.
